Membership Criteria
Lummi
Member:
An individual
whose name is on the Base Roll, or who’s born to a Lummi Nation Member and
possesses at least one-quarter (¼) Indian blood. An enrolled member of the Lummi Nation, a federally recognized tribe is entitled to exercise fishing and hunting rights secured by the Point Elliot Treat of 1855, 12 Stat. 927.
Who Can
Become a Member of the Lummi Nation?
Membership is open to those who meet the requirements set by the Lummi Constitution and Code of Law.
Membership Requirements
- Your
name is on the original Base Roll of the Lummi Nation.
- You
are of Indian blood and
lived on the Lummi Reservation on January 1, 1947, or your name would
have appeared on the census roll if one had been taken at that time.
- You
are of Indian blood and
lived on the Lummi Reservation between January 1, 1942, and April 10, 1970.
- You
were born between January 1, 1942, and April 10, 1970, to a Lummi Tribal Member, and that parent
was living on the Reservation at the time of your birth.
- You
have at least one-quarter (¼) Indian blood.

Q: How do I apply for enrollment for Lummi?
A: If you are eligible or believe you may be eligible for membership, please complete the Lummi Nation Enrollment Application and submit all required supporting documents. Please print, fill out, and submit the original Enrollment Application, Release of Information, and Family Tree.

Q: How much does Lummi Enrollment charge for DNA testing?
A: Please see our schedule fee listed below.

Q: Can I
submit a copy of my birth certificate?
A: No. Submitting just a copy of your birth certificate with the
application will delay process. You must provide original certified copy.
Q: What if I
don’t have my birth certificate?
A: If you don’t
have you birth certificate you must order one, at your own expense. Please visit: VitalChek Order Form.
Q: What if my name on my birth certificate does not match my
current name?
A: You must provide proper documentation,
such as, court order for change of
name; marriage certificate/divorce decree;
updated birth certificate.
Q: My biological father's name is not listed on my birth certificate; will you still accept it?
A: Yes, but your birth certificate will need to be amended by adding your biological father's name.
Q: I was adopted, but might be eligible for enrollment, what paperwork needs to be submitted to Enrollment?
A: In order for your application to completed, you must provide your adoption decree. Also, you may need to establish paternity for DNA testing. Please contact Enrollment for further information.
Q: I’m enrolled
in another tribe, but want to enroll with Lummi, how do I go about doing this?
A: Please contact our office before deciding to relinquish from
your tribe. Since this is a life changing event, please consider the factor
that once this has been initiated, your tribe may start the relinquishing process
and relinquish your membership, and you may be “tribeless”. Therefore, please
contact our office before deciding this life-changing event.
Q: Can I be dual enrolled?
A: Lummi Nation prohibits
dual enrollment; however, this does not apply to minors under the age of
18.
Q: Can I submit my Lummi Nation Enrollment Application by electronically (via
email)?
A: No. At this time, Lummi
Nation Enrollment Office will need original application (filled out completely,
signed/dated and submit with supporting documents.) Please submit the completed application to: ATTN: Enrollment, LIBC, 2665 Kwina Road, Bellingham, WA 98226
Q: What is the process of getting enrolled?
A: The
process to get enrolled with the Lummi Nation is:
- You were born to any member; and possess at least ¼ or more Indian blood
- Submit the Enrollment Application, signed/dated and completely filled out (BLANK SPACES CAUSES DELAY)
- Submit supporting documentation (birth certificate, marriage certificate, and/or court order for change of last name, tribal affiliations (i.e.: Certificate of Indian Blood (CIB) or Certificate of Degree of Indian Blood (CDIB), BIA records, relinquishment request form from other tribe; adoption court order, and any other supporting documentation that the Enrollment is requiring)
- Complete applications will go in front of the Lummi Nation Enrollment Committee. Lummi Nation Enrollment Committee is schedule* to meet every 2nd Tuesday of each month. YOUR SUBMITTED APPLICATION WILL EITHER BE – ACCEPTED; TABLED; OR DENIED. You will be notified regarding the outcome of your Enrollment Application.
*= The Enrollment Committee meets on the 2nd Tuesday of each month. Meeting dates may be rescheduled if necessary; due to, community events and/or other circumstances
Q: Do you accept any DNA tests/results from Ancestry.com,
23andMe.com, MyHeritage.com, FamilyTreeDNA.com, or LivingDNA.com?
A: Unfortunately, we do not accept any tests/results from any of the websites that offer ancestry/genetic/heritage/health, etc... We only use LabCorp and/or its affiliates to establish paternity only. Also, we accept DNA Paternity lab results that is signed and certified.

Digital Photo Requirements:
- Have someone else take your photo.
- No selfies or group
photos!
- Do not crop photo.
- Do not scan a printed photo or take a photo of an
already printed photo.
(Depending upon the photo;
your student may use current school photo; photos with props are not
acceptable)
- Submit one color photo, taken in the last 6 months.
- Use a clear image of your face.
- Do not digitally retouch or change your photo using
computer software, phone apps or filters, or artificial intelligence.
- Have a neutral facial expression with both eyes open
and mouth closed.
- Take off your eyeglasses for your photo.
- No headphones or wireless hands-free devices.
- No hats or head coverings, except for religious or
medical purposes.
- Use a white or light blue background, without shadows,
texture, &/or lines.

Lummi Descendant
Lummi Descendant: An individual
who is a descendant of a Lummi Nation Tribal Member and does not possess
one-quarter (¼) or more Indian blood.
Who Can
Become a Descendant of the Lummi Nation?
Descendant Criteria
Must submit the Lummi Nation Descendant Application as well as the Administrative
Fee of $25.00, and DNA Kit/Test
$50/per person* (see schedule fee) (if applicable).

A: $25/ per application
Q: Why do I have to pay for DNA, even though my child/applicant is under the age of 3?
A: DNA is free for the Enrollment Applicants, who are ages 3 and under, and applying for membership/enrollment. Please review the DNA fee schedule.

A: Although it does not come with an identification card/ membership card, we do
supply Certificate of Indian Blood (CIB) for Descendants of Lummi Nation.

preferences within Lummi Indian Business Council and its entities/ Other
