The Lummi Code Chapter 4.04.020 and LCL 8.01.140 mandates that every 'defendant (adult and juvenile) in a criminal proceeding' and each 'parent or legal custodian of a minor child in a child dependency proceeding' and 'children in need or protection over the age of 13 in a proceeding under Title 8.05, 8.07, and 8.08, with exceptions, shall have the right to counsel through the Public Defender's Office or appointed by the court to represent them at the expense of the Lummi Nation.
