Please come in to LNR office during regular LIBC business hours to obtain Hale's Pass Gillnetting Permit or Lummi Shore Drive Stake Net Permit. Please read fishery details below for additional information and restrictions.

Lummi Bay Commercial Spring Chinook Openings

Fisheries in Lummi Bay and adjacent areas are intended to provide a commercial opportunity for fishers on spring Chinook. These fisheries are subject to the same mortality limits defined by the 2026-2027 List of Agreed Fisheries document produced through the North of Falcon comanagement process.

In order to provide this opportunity, all spring Chinook fisheries require a 100% sampling rate in order to be prosecuted, meaning all catch of any species of salmonid must be reported to LNR and sampled by staff.

Opening Structure

Expanded Commercial Spring Chinook Permits

New for 2026, LNR is providing permits to gillnet in Hale's Pass and Stake Net along a defined portion of Lummi Bay Road. Restrictions include:

- ALL FISH MUST BE SAMPLED BY LNR PRIOR TO SALE. Call in to number provided on permit to report catch and arrange with LNR staff to have fish sampled

- Gillnet gear and troll gear allowed within Hale's Pass. (See the map below for exact details of the area defined as Hale's Pass)

- Gillnet, Hook and Line, Troll gear permitted within area 7D (Lummi Bay)

- Set Gillnet (Stake net) gear allowed within defined area off Lummi Shore Road (see map for area)

- Set gillnets must not extend beyond 1800 feet from shore

- Buyers will not accept spring Chinook that have not been marked as sampled with ORANGE colored tags

- Any conditions listed on permit also apply as restrictions (dates, sampling requirement, potential to require holding fish until samplers are available, etc.)
